"The trustees and authorities of the university and the several colleges of the state of Virginia, impressed with the importance of these institutions to the educational interests of the country, and convinced of the justness of their claims to the countenance and support of the general assembly, met in convention by their respective delegations, in the City of Richmond, on Monday the 8th day of December 1845, for the purpose of taking into consideration the propriety of making a joint application to your honourable body for the extension to them of such pecuniary aid as in your judgment may be afforded without detriment to the public welfare."--Page 1.
