"Be it enacted ... Every inhabitant of the state, of the age of twenty-one years, and of good moral character, shall be admitted to practice as an attorney in any court of this commonwealth, if he shall have filed with the clerk of the court of common pleas, or of the supreme judicial court, a written notice of his intention so to practice, together with proof satisfactory to the court that he is of the requisite age and character."--Page 1-2.
