Archival caption: Lord Scarman visits Brixton, London, Wednesday 15th July 1981, he is conducting an inquiry into Brixton's April riots, the unplanned visit was to see for himself the damage caused by police officers after dawn raids on a number of homes in the area, an action which led to further violence in retaliation.
