- Memorial from the Commissioners of Appraisement of North Carolina, transmitted from Governor Z.B. Vance of North Carolina to the General Assembly, regarding actions taken by the commissioners to end speculation, extortion, and hoarding of supplies. It is dated Nov. 27, 1863. Included are a communication from H.K. Burgwyn to Governor Vance transmitting the memorial, dated Nov. 27, 1863; a communication from H.K. Burgwyn and R.V. Blackstock, Commissioners of Appraisement for North Carolina to the General Assembly of North Carolina, dated Nov. 27, 1863; and a report from "The Committee of one from each state to whom was referred the preamble and resolutions offered by Commissioner Burgwyn, of North Carolina," signed by Wilie W. Mason, Chairman. The report indicates, in part, "that the several States of this Confederacy be requested to pass such laws and take such measures as will most effectually cause the prices fixed by the Commissioners of Appraisement in their States, to be observed by sellers and purchasers." (Page 4).
