- Section 316(b) of the Federal Water Pollution Control Act Amendments of 1972 requires the use of best technology available for minimizing adverse environmental impacts due to operation of intake systems by cooling water users such as steam electric power plants. One significant form of impact resulting from cooling water use is entrainment mortality of ichthyoplankton. Two basic modeling approaches were used to assess the impacts of ichthyoplankton entrainment, the equivalent adult method and age-structure models. Various assumptions and conventions associated with the equivalent adult method, which can lead to a serious underestimate of the potential loss of adults, are discussed. Possible methods for partially correcting some of these biases are suggested. The age-structure modeling approach suffers from fewer sources of bias than does the equivalent adult method, and provides a means for assessing long-term impacts of entrainment on fish populations. However, because of the difficulty in estimating density-dependent coefficients, ranges of estimates of long-term impacts on fish populations should be obtained.
