This document is a site-specific environmental impact statement (EIS) for the proposed storage of 24 million barrels of crude oil at the Sulphur Mines salt dome located in Calcasieu Parish, Louisiana. Sulfur Mines is a candidate site for the Strategic Petroleum Reserve (SPR) program currently being implemented by the Federal Energy Administration (FEA). Creation of the SPR was mandated by Congress in Title I, Part B of the Energy Policy and Conservation Act of 1975, P.L. 94-163 (the Act) for the purpose of providing the United States with sufficient petroleum reserves to minimize the effects of any future oil-supply interruption.
