- "Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), granted the Exceptional Contracting Limits Authority (ECLA) by Treasury Board (TB), uses this special authority to enter into and renew non-competitive contracts essential for negotiations and litigation. This includes contracts with contract federal negotiators / representatives, Crown deponents and expert witnesses. The objective of this audit was to provide assurance that CIRNAC was in compliance with the ECLA terms and conditions set out by TB, that controls are in place to help achieve intended results and that the process mitigates actual or perceived lack of fairness"--Executive summary, page iv.
