- This report presents an integrated analysis of electricity conservation policy in the Pacific Northwest, especially the impacts of alternative policies designed to increase customer investment in energy efficiency. The analysis is begun with a listing of the conservation measures themselves. In Part Two of the report, the likely impacts are considered of a base case subsidy program to improve the efficiency of space heating in existing residences in the region. The six chapters comprising Part Three focus on the design of alternative conservation programs that can lead to either greater savings or to lower utility cost per net kW saved. In Part Four the report turns to other issues of interest to conservation planners in the Pacific Northwest.
