Summary
Reports counts of hate crime incidents, offenses, and victims, by bias motivation of offender. Note that incidents may include single- and multiple-bias offenses, multiple offenders, and/or multiple victims. The dataset provides annual statistics on the number of incidents, offenses, victims, and offenders in reported crimes that are motivated in whole, or in part, by an offender's bias against the victim's perceived race, gender, gender identity, religion, disability, sexual orientation, or ethnicity. Hate crime data is captured by indicating the element of bias present in offenses already being reported to the UCR Program. For each incident, the file provides the quarter in which the incident occurred, the date of the incident, the victim type, the total number of individual victims, the total number of offenders and their perceived race/ethnicity, the offense, the location, and the bias motivation. All law enforcement agencies, whether they submit Summary Reporting System (SRS) or National Incident-Based Reporting System (NIBRS) reports, can contribute hate crime data to the Uniform Crime Reporting (UCR) Program. The UCR is a nationwide, cooperative statistical effort of more than 17,000 city, university and college, county, state, tribal, and federal law enforcement agencies voluntarily reporting data on crimes brought to their attention. The UCR program instructs that "Only when a law enforcement investigation reveals sufficient evidence to lead a reasonable and prudent person to conclude that the offender's actions were motivated, in whole or in part, by his or her bias, should an agency report an incident as a hate crime."
