Summary

Provides counts of unsheltered homeless persons by U.S. state and Continuum of Care (CoC) along with demographic breakdowns. "Unsheltered homelessness" is defined as those persons whose primary nighttime location is a public or private place that is not commonly used as sleeping accommodations such as a park, bridge, or vehicle. Largely because of risks and other limitations due to the COVID-19 pandemic, many CoC communities chose not to conduct a point-in-time count of unsheltered homeless persons in January 2021. While 226 communities did conduct either complete or partial counts of unsheltered homeless, the U.S. Department of Housing and Urban Development does not assess these results as representative of all communities across the nation, and data should be considered with caution. The Annual Homeless Assessment Report (AHAR) is a Department of Housing and Urban Development (HUD) publication sent to Congress that provides nationwide estimates of homelessness in the United States. It is the only data source of that measures homelessness nationwide. It is used at the federal, state, and local government levels to understand its homeless populations and to inform strategies to prevent and combat homelessness. AHAR estimates include demographic breakdowns and detail the types of homelessness experienced. Estimates are based on data collected from Continuum of Care (CoC) applications submitted across the nation into the Homelessness Data Exchange created by HUD.
