Summary
Reports metrics associated with referrals to law enforcement and arrests of students, disaggregated by student race/ethnicity, sex, English-learner status, and disability status. The Office for Civil Rights (OCR) of the Department of Education (DOE) conducts a biennial survey, the Civil Rights Data Collection (CRDC), of the universe of all local education agencies and schools, including long-term secure juvenile justice facilities, charter schools, alternative schools, and schools serving students with disabilities. The CRDC measures student access to courses, programs, staff, and resources that impact education equity and opportunity for students, and is critical to the overall enforcement and monitoring strategy used by OCR to ensure that recipients of DOE federal financial assistance do not discriminate on the basis of race, color, national origin, sex, or disability status. The CRDC data are collected pursuant to the 1980 Department of Education Organization Act and 34 CFR Section 100.6(b) of the Department of Education regulation implementing Title VI of the Civil Rights Act of 1964. The requirements are also incorporated by reference in Department regulations implementing Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, and the Age Discrimination Act of 1975. Statistics are available at the national, state, local education agency, and school level.
