- Presents an estimate of the number of housing units in the United States, segmented by occupancy status (vacant vs occupied), for specified geographic areas. A housing unit may be a house, an apartment, a mobile home, a group of rooms or a single room that is occupied (or, if vacant, intended for occupancy) as separate living quarters. Separate living quarters are those in which the occupants live separately from any other individuals in the building and which have direct access from outside the building or through a common hall. A housing unit is classified as occupied if it is the current place of residence of the person or group of people living in it at the time of interview, or if the occupants are only temporarily absent from the residence for two months or less. If all the people staying in the unit at the time of the interview are staying there for two months or less, the unit is considered to be temporarily occupied and classified as "vacant." The living quarters occupied by staff personnel within any group quarters are separate housing units if they satisfy the housing unit criteria of separateness and direct access; otherwise, they are considered group quarters. Occupied rooms or suites of rooms in hotels, motels, and similar places are classified as housing units only when occupied by permanent residents, that is, people who consider the hotel as their current place of residence or have no current place of residence elsewhere. A housing unit is vacant if no one is living in it at the time of interview. New units not yet occupied are classified as vacant housing units if construction has reached a point where all exterior windows and doors are installed and final usable floors are in place. The American Community Survey (ACS) conducted by the US Census Bureau provides estimates of the characteristics of the population over a specific time period. The ACS collects data from the 50 states, Washington, DC, and Puerto Rico, where it is called the Puerto Rico Community Survey. It is a continuous survey, in which each month a sample of housing unit addresses receives a questionnaire, with approximately 3.5 million addresses surveyed each year. Each year the survey produces data pooled to produce 1-year, 3-year, and 5-year estimates for geographic areas in the US and Puerto Rico, ranging from neighborhoods to congressional districts to the entire nation. Data for each release of the 5-year estimates were collected over a 5-year period ending December 31 of the reference year (eg, data in the 2020 5-year estimates were collected January 1, 2016 - December 31, 2020). The statistics reported represent the characteristics of the population for the entire period vs a specific year within that period. The 5-year estimates are published for areas with populations of all sizes and are the most reliable and precise of the ACS period estimates as well as the most comprehensive, albeit the least current. (The 1-year estimates provide data on areas with populations of 65,000+ and 20,000+, respectively.) The ACS estimates provide information about the social and economic needs of communities and are used to help determine how billions in federal and state funds are distributed each year. It is conducted under the authority of Title 13, United States Code, Sections 141 and 193.
