Statistics measure the income received by or on behalf of the residents of the state by NAICS industry code. Statistics of compensation and of earnings by place of work indicate the economic activity and industrial structure of business and government within the state, while statistics of personal income by place of residence provide a measure of the fiscal capacity of the state. Estimates in the regional accounts are consistent with the estimates in the BEA's national accounts, and provide a framework for analyzing and comparing regional and individual state economies. Estimates of personal income are primarily based on administrative records, surveys, and censuses. The data from administrative records may originate either from the recipients of the income or from the payer of the income. These data are a by-product of the administration of various federal and state government programs, including the Census of Agriculture conducted by the Department of Agriculture and the decennial Census of Population and Housing, conducted by the Census Bureau. The regional economic accounts provide a consistent framework for analyzing and comparing individual state and local area economies. The data program launched in the mid-1930s as part of the effort to explain the processes and structure of the nation's economy. The estimates are widely used by both the public and the private sectors to measure and track economic well-being over time and to make comparisons across geographic areas in the level and composition of economic activity and the value added by a state's industries. These estimates provide a framework for the analysis of state economies, and they serve as a basis for decision making. Federal agencies use these estimates in econometric models, such as those used to project energy and water use. They also use the estimates as a basis for allocating funds and for determining matching grants. State governments use the estimates to measure the economic base of planning areas, and in econometric models for various planning purposes and to project tax revenue and the need for public utilities and services. The estimates are also used to evaluate economic development and growth opportunities in localities to businesses.
