- Annotation The 2011 edition of OECD's periodic survey of the UK economy. This edition includes chapters covering supporting the recovery and rebalancing the economy, improving the functioning of the housing market, reforming education in England, and climate change policy in the UK. The OECD sets out a number of observations rergarding the UK economy in the executive summary, including: that the UK economy emerged from 2008-09 recession with elevated public and private debt and high unemployment; that a broad based recovery started at the end of 2009, but faced significant headwinds during 2011, which can be mitigated by monetary policy remaining supportive; that further improvements To The fiscal framework and reforms to make the financial sector more robust are needed; also, that reforms to housing policy should aim to increase affordability and mitigate excessive house price volatility by enhancing supply of available land and reducing the volatility of housing demand; that further reforms are needed to improve education outcomes in England, especially among disadvantaged groups and that to meet ambitious climate change targets and reduce emissions, higher and more consistent carbon prices are needed.
